The Jumbo Manual For Honest Influence
The Benevolent Art of Social Engineering Through Memes.
Frank R. Wallace announced a manual he never wrote.
From 2000 he described a "poker"-type manual — variously Neo-Tech Bullets and REVOLUTION! with Neo-Tech Bullets — for capturing what he called delta-power advantages, "countless digital advantages available to anyone, anywhere on Earth, in every area of life." He was killed by a car in 2006 with it unwritten.
This page is the reference for what he meant. The working manual built on top of it is the Singularity Haven Manifesto, and each section below points into it.
What A Bullet Actually Is
In his Digital Journey writings from 1998–2000, FRW identified that a person gains open-ended increments of power by flipping an endless array of digital switches. Each of those switches quantum jumps from a unit of anticivilization irrationality and dishonesty to a unit of business-civilization rationality and honesty.
A plus bullet equals a power-enhancing honesty unit. A minus bullet equals a power-diminishing dishonesty unit. Once identified, a person can flick those switches one by one, from minuses to pluses.
The difference between the sum of pluses and the sum of minuses is the delta-power advantage — a competitive-power differential over anticivilization citizens and situations.
When reduced to micro digital units, those advantages become specific, easy to capture, and readily accumulated. Individuals accumulating them fade their anticivilization perspectives into business-civilization perspectives.
Important to note: focusing on a business civilization does not imply that to gain the riches and advantages from business dynamics one must be a businessperson or even involved in business. What one must do, however, is learn to switch perspectives — from dishonest, irrational anticivilization perspectives to honest, rational universal-business perspectives.
Those invisible bullets are bits of advantageous knowledge that also act as memes — invisible psychological influences for evolving people from anticivilization perspectives into business-civilization perspectives.
Analog and digital. FRW set his own work out as a pair. The widest-scope integrations are the analog end — Zonpower, Profound Honesty, the Discovery. The narrowest-scope integrations are the digital end, and that is what Bullets are: reducing the widest-scope integrations down to the plus and minus switches of honesty and dishonesty, rationality and irrationality.

Health Bullets
FRW's position, and the one that made Neo-Tech unlike the philosophies it grew out of: he treated ageing and death as a problem to be worked on rather than a setting to be accepted.
At the 2000 Neo-Tech summit in Las Vegas, Eric Savage identified Neo-Tech as the only operating system compatible with (1) the future, (2) curing aging and death, and (3) commercial biological immortality. Mark Hamilton then identified how the burdens of life were the essence of a lethal anticivilization and the causal agent for the disease of death, and how "super-society stimulations" arising from Neo-Tech were the ingredients for curing it.
That is the whole of the Neo-Tech claim on health: the burdens are not a fact about being alive, they are a fact about the civilisation you are alive in — and science, medicine and technology cure biological aging.

Wealth Bullets
FRW's distinction is between value producers — whose income depends on creating something that did not exist — and what he called neocheaters, whose income depends on position, permission, or the ability to impose costs on others.
The operational tools he named for capturing the advantage are three, and they run through everything else he wrote:
- FIH — Fully Integrated Honesty
- WSA — Wide Scope Accounting
- DTC — Discipline, Thought and Control
Those are the fundamental tools for attracting WPGSH — Wealth, Power, Glory, Sex and Health — the advantages available from a good life.
FRW wrote in a way that avoids giving advice, giving instructions, or becoming anyone's authority. He wrote so that only self-leaders, through those three tools and their own volitional focus, can pry the practical steps out of the work.

Governance Bullets
Neo-Tech reduces to a single constitutional claim, stated in three articles. It is short because the whole weight sits on the third one:
Article 1. No person, group of persons, or government may initiate force, threat of force, or fraud against any individual's self or property.
Article 2. Force may be morally and legally used only in self-defence against those who violate Article 1.
Article 3. No exceptions shall exist for Articles 1 and 2.
FRW's framing of what a government is for follows directly: the function of government is to guarantee those conditions that allow individuals to fulfil their ultimate purpose of health, prosperity, and happiness.
The same principle as the 28th Amendment is in The Prime Law, and what it is aimed at — theft, force and fraud — is set out across Section 1.
Relationship Bullets
FRW's relationship work is Neo-Tech Pleasures, and its argument is that the effort of holding up a false front is itself what degrades a relationship:
A person diminishes oneself and any personal relationship to the extent that a false-front illusion is presented. A person must present oneself as "This is me, you must take me or leave me as I am".
He treats criticism between partners as a feature rather than a hazard, and names the failure mode as the opposite of what people expect:
Avoiding of valid, specific criticism for fear of causing problems or rejection. Avoiding criticism cuts off important areas of communication necessary for emotional development and personal growth.
And on his own material, the line worth carrying furthest:
All individuals are uniquely different with widely variable tastes, desires, personalities, characteristics, and needs. This material offers no fixed rules or dogma. […] Nothing should ever be dogmatically accepted or followed blindly.

Where The Material Is
The primary documents are out of print. Wallace published much of the later work directly to Usenet between 2000 and 2001, and those postings remain publicly archived — Neo-Tech Bullets (October 2000), BUSINESS REVOLUTION! via Neo-Tech Bullets (December 2000), Obsoleting Objectivism and Libertarianism with Riches and Romance (July 2001), and the rest of the Digital Journey sequence.
